The Ministry of Hajj and Umrah has announced that Umrah permits will not be issued to those without a confirmed Hajj permit from Dhul Qada 16 (May 24) to Dhul-Hijjah 20 (June 26). This measure aims to ensure smooth rituals for Hajj pilgrims arriving in Saudi Arabia.

Strict Enforcement and Fines

The Ministry of Interior has declared that fines of SR10,000 will be imposed on anyone entering Makkah without a Hajj permit between Dhul Qada 25 (June 2) and Dhul Hijjah 14 (June 20). This applies to Saudi citizens, expatriates, and visitors.

Areas of Enforcement

The penalties will be enforced in Makkah, the Central Haram Area, and the Holy Sites of Mina, Arafat, and Muzdalifah. Violators at the Haramain train station in Rusayfah, security control centers, pilgrims’ grouping centers, and temporary security control centers will also face fines.

RepeatvViolations and Deportation

Fines for repeat violations can reach up to SR100,000. Expatriates violating the rules will be deported and banned from reentering Saudi Arabia for a specified period.

Penalties for Transporting Violators

Those caught transporting violators face up to six months in prison and a maximum fine of SR50,000. Vehicles used for transportation may be confiscated. Expatriate transporters will be deported after serving their sentence and paying fines, and they will be banned from reentry based on the law.

Call for Compliance and Reporting Violations

The ministry emphasizes adherence to Hajj regulations to ensure a smooth pilgrimage. The public is urged to report fake Hajj campaigns and violators by calling 911 in Makkah, the Eastern Province, and Riyadh, or 999 in other regions.
